Important Town Council Meeting Topics

The Town Council meeting agenda for Tuesday, August 11, has some interesting items. They are listed here with some commentary:


A. Discussion and Potential Action Concerning the Approval of the Contract with Policy Confluence, Inc. Dba Polco and National Research Center for the Town Wide Survey. (The Council may approve the contract to begin the survey about citizen preferences for Town priorities.)


B. Update, Discussion and Potential Action Regarding the Conditions at the Charlestown Town Beach, Including Parking, Traffic, and Covid-19 Precautions.


C. Update and Discussion Regarding the Rhode Island Department of Environmental Management Grant that was Awarded to Charlestown in February 2020, in the Amount of $400,000 to Potentially Acquire 66.5 Acres, Known as Tucker Estates, and Further Described as Assessor’s Plat 24 Lot 12-1, Alton Carolina Road. Page 2. (This RIDEM grant purchases land for additional open space and takes it off the tax rolls. There is no action here to spend town money on this purchase.)


D. Update, Discussion and Potential Action Regarding the Rhode Island Department of Environmental Management Grant that was Awarded to Charlestown in July 2020, in the Amount of $213,000 to Potentially Acquire 4.27 Acres, for Assessor’s Plat 5, Lot 95-5, Located on Oyster Drive, Owned by Sachem Passage Association, for an Unknown Purchase Price, and Authorization of the Town Administrator to Move Forward with Negotiations for Possible Purchase, to Include Obtaining a Current Property Appraisal and Class I Survey, for an Amount Not to Exceed $15,000, Utilizing Open Space Bond Authorization Funds from Line Item 75.000.5100, Subject to Further Review by the Town Council. (This item may authorize the Town Administrator to negotiate the purchase price of a neighborhood association property. Money could be spent on an appraisal and survey but this agenda item will not authorize the purchase. The town could use the property for recreational access to Ninigret Pond.)


E. Discussion and Potential Action to Begin Dialogue with RIDEM and CRMC to Investigate the Possibility of Utilizing a Portion of the State Owned Property North of Charlestown Beach Rd Near Town Owned Parcels 09-54, 09-55, 09-56 & 09- 57, Which is the Town Owned Shoreline Property that Abuts the Charlestown Breachway.
